SEAKM - Structural Engineers of Kansas & Missouri  
2009-2010 SEAKM Board of Directors
The Board of Directors is responsible for the general governance of, business of, and visioning and direction for the organization at the statewide and national levels. 

The SEAKM Board of Directors is comprised of two directors from each local chapter, a president, a past president, and an appointed delegate to NCSEA as elected by the Board. 


Richard A. Meloy 
President: Richard A. Meloy, P.E., S.E. E-Mail the President
Richard Meloy received his Bachelor of Science in Civil Engineering from the University of Missouri-Rolla.  His experience spans over 25 years in both the Structural and Civil Engineering fields in consulting and industry.  Richard has chaired SEAKM's Professional Practice Committee and served as KC Chpater President.  He is registered in Missouri, Kansas, New Jersey and Illinois (Structural).  Richard is presently a senior structural engineer with Burns and McDonnell.  

Wes Britson E-Mail the President-ElectPresident-Elect: Wes Britson, P.E., S.E.

Mr. Britson received his Bachelor of Science in Architectural Engineering from Kansas State University and a Masters in Civil Engineering from the University of Missouri at Columbia.  He is currently licensed to practice engineering in Kansas and Missouri.  He is also licensed to practice structural engineering in 25 other states including states that require additional specialty licensing. 

Mr. Britson is a founding member of the Oklahoma Structural Engineers Association and Structural Engineers Association of Kansas & Missouri.  Many of his writings are published in professional periodicals and he has been a contributor to building design guidelines for special loadings. 

Mr. Britson is an Associate Director with Professional Engineering Consultants, P.A. located in Wichita, Kansas in the position of Structural Division Manager.  He has designed projects located in most of the United States of America and many foreign countries.


Karen S. Hand

Karen Hand received her Bachelor of Science in Civil Engineering from the University of Missouri-Rolla in May 93.  She is currently licensed to practice engineering in Missouri, Iowa, Nebraska and Maine.  She served as SEAKM Member Services Chair in 2002-2003, SEAKM KC Chapter secretary in 2003-2005 and SEAKM KC Chapter President in 2005-2006.  She has been employed at Needham and Associates, Inc. in Overland Park KS since 1998.

Karen Hand received her Bachelor of Science in Civil Engineering from the University of Missouri-Rolla in May 93.  She is currently licensed to practice engineering in Missouri, Iowa, Nebraska and Maine.  She served as SEAKM Member Services Chair in 2002-2003, SEAKM KC Chapter secretary in 2003-2005 and SEAKM KC Chapter President in 2005-2006.  She has been employed at Needham and Associates, Inc. in Overland Park KS since 1998.

James Palmer
2008-2009 Past President:  James D. Palmer, P.E., S.E. E-Mail the Past President

Mr. Palmer received his Bachelor of Science in Civil Engineering from the University of Missouri-Rolla.  He is currently licensed as a Professional Engineer in Missouri, California, and Colorado.  He is also licensed in Nevada as a Structural Engineer.

Mr. Palmer is a senior Civil/Structural Engineer with Kansas City Power & Light in Kansas City, Missouri, in the Power Generation Services Group.  Mr. Palmer's experience includes new construction and additions for power plants, refineries, chemical & food processing facilities, waste water treatment, schools, churches, hospitals, casinos, and various commercial & industrial facilities.

In addition to being a Charter Member of SEAKM and SEI, Mr. Palmer is active in the American Society of Civil Engineers and has served on the Structural Testing Committee for the National Council of Examiners for Engineering and Surveying since 2004.  Mr. Palmer also served as the president of the Structural Technical Committee/Group of the Kansas City Chapter of ASCE that later formed the basis for the Kansas City chapter of SEAKM.  In 2006 Mr. Palmer became the Adivisor to Explorer's Post 2967 to  help area high school students learn more about Civil Engineering.


John Finke 2007-2008 Past President: John Finke, P.E., S.E.

Mr. Finke received his Bachelor of Science in Civil Engineering from the University of Missouri at Rolla and a graduate certificate in Earthquake Engineering and a Masters of Structural Engineering from Washington University in St. Louis.  He is a registered professional engineer in the State of Missouri and a licensed Structural Engineer in the State of Illinois.  Mr. Finke is a structural engineer with Jacobs Civil Inc.  His project experience includes pre-cast pre-tensioned concrete designs; steel and reinforced concrete designs; strengthening, widening, and rehabilitation of bridges; bridge condition inspections and evaluations; computer development for structural analysis and designs; finite element analysis and structural dynamics; and seismic analysis and design.  Additionally, Mr. Finke lectures in Civil Engineering at the Southern Illinois University at Edwardsville.  He is also active in the American Society of Civil Engineers, Earthquake Engineering Research Institute and the Seismological Society of America.


Thomas F. Heausler 2006-2007 Past President:  Thomas F. Heausler, P.E., S.E.

Mr. Heausler was one of the four incorporators of SEAKM during its formation in September 2001. He has 20 years of consulting structural experience, including 5 years in San Francisco, 4 at Burns and McDonnell and the last six years as President of Heausler Structural Engineers. He is registered in 15 states and has attained structural registration in California and Illinois. Mr. Heausler holds bachelors and masters degrees from Tulane University in New Orleans, LA.

Brent N. Bonham

2004-2005 Past President: Brent N. Bonham, P.E.

Mr. Bonham, a senior structural engineer with the HNTB Corporation's Buildings Division, is licensed in numerous states, and has designed and managed a wide range of architectural and industrial projects.  His experience includes sports, civic, commercial, educational and parking structures across the U.S.  As a former owner's representative, he often brings a unique perspective to the design and construction process.

Mr. Bonham obtained a B.S. degree from the Massachusetts Institute of Technology's Architecture Department while pursuing degrees in both Civil Engineering and Architecture.  He later received his B.S. and M.S.degrees in Civil Engineering with an emphasis in structures from the University of Missouri-Columbia.

In addition to his involvement with SEAKM, he also participates in other professional societies such as the American Society of Civil Engineers and the Society of American Military Engineers.

Jon A. Schmidt

2002-2003 Past President: Jon A. Schmidt, P.E., SECB

Mr. Schmidt is a senior structural engineer and the Director of Antiterrorism Services with Burns & McDonnell in Kansas City, Missouri.  He has more than eleven years of experience in the design of aviation, industrial, commercial, and institutional facilities for the government, military, and private-sector clients.  Mr. Schmidt received bachelor's and master's degrees in civil and structural engineering, respectively, from The George Washington University in Washington, D.C.

Mr. Schmidt is a nationally recognized expert in the practical antiterrorism design, including blast effects analysis using simplified methods.  He chairs the Certification System Development Committee of the Building Security Council (BSC) and the Task Committee on General Provisions of the ASCE-SEI Codes and Standards Committee on Blast Protection of Buildings.  In addition, Mr. Schmidt is actively involved in other relevant committees of AISC, ASCE, and ASTM.

Besides being a Charter Member and the first president of SEAKM, Mr. Schmidt continues to serve as SEAKM's Delegate to NCSEA and participates in the SEAKM Professional Practice Committee.  He also chairs the Editorial Board for NCSEA's official magazine, STRUCTURE, and is a member of the NCSEA Advocacy and Licensing Committees.
